A competency framework outlines the specific competencies (a combination of skills, knowledge, and behaviours) required for each role or level within an organisation. Competencies are typically grouped into categories such as technical/functional competencies (role-specific skills), core competencies (required of everyone in the organisation), and leadership competencies (required of management roles). Each competency is defined with observable behavioural indicators at different proficiency levels, making it possible to objectively assess current capability and identify development gaps. Competency frameworks inform recruitment, onboarding, training, performance management, career development, and succession planning.

Why It Matters

Without a competency framework, hiring, development, and promotion decisions are subjective and inconsistent. A clear framework defines what "good" looks like at every level, enabling fair assessment, targeted development, and clear career pathways — all of which improve retention and organisational capability.

A national retail chain develops a competency framework for their store manager role, identifying eight competencies including customer focus, team leadership, commercial acumen, and operational management. Each competency has four proficiency levels with specific behavioural indicators.
